Matthew Lui, MPH is a public health laboratory leader and doctoral student dedicated to advancing population health through science, systems improvement, and workforce development. He serves as the Program Coordinator/ Laboratory Manager for the County of San Diego Public Health Laboratory, where he oversees technical operations, business functions, and strategic initiatives supporting regional public health response. He is part of the inaugural cohort of the Doctor of Public Health (DrPH) Executive Management program at San Diego State University. His work focuses on laboratory infrastructure modernization, fiscal transparency, emergency preparedness, and building a resilient public health workforce. A first-generation college graduate and Los Angeles transplant, Matthew is passionate about mentorship, equity, and sharing our story to increase the visibility and impact of public health laboratories in protecting community health. #gododgers

Megan Ebor

Megan T. Ebor PhD

Megan T. Ebor, PhD has a career as a social worker with a concentration in gerontology that is anything but ordinary. Merging science and the arts, she consistently pushes the boundaries of our culture’s assumptions about sex, ethnicity, and age. Through storytelling, multimedia platforms, and behavioral health interventions her award-winning research aims to promote sexual health and wellness across the life-course. Currently, Dr. Ebor is an Assistant Professor at San Diego State University in the College of Health and Human Services. She's a triple Bruin having earned a BA in Sociology, MSW, and Ph.D. in Social Welfare at UCLA. Learn more about Dr. Ebor’s impressive work.

Eloisa Melendez

Eloisa Melendez, MSN, RN, PHN

Eloisa Melendez, MSN, RN, PHN earned her first Bachelor of Science degree in Human Biology from the University of California, San Diego. She spent eight years working in a biotechnology laboratory producing drug-of-abuse tests before returning to school to pursue nursing. She completed her Bachelor of Science in Nursing at National University and joined the County of San Diego in spring 2019 as a Staff Nurse in the Public Health Nurse (PHN) Residency Program. She later transitioned to a PHN role with Medical Care Services at the Central Public Health Center. During her tenure with the County, Ms. Melendez contributed to several programs, including mother‑baby home visiting and COVID‑19 response efforts. She also worked as a Registered Nurse in the Telemetry Unit at Paradise Valley Hospital before returning to Public Health Nursing with County HHSA programs in September 2022. During this period, she earned a Master of Science in Nursing from San Diego State University with a concentration in Nursing Leadership in Healthcare Systems. She was subsequently promoted to Senior PHN with the MCS Office of Nursing Excellence and, in 2024, to her current role as Public Health Nurse Supervisor, leading the Public Health Nurse Homeless Outreach Team and supporting additional County HHSA programs.
